It's interesting that we haven't heard much about this since then. I wonder if they are actually following through. They might. But I also think Trump can just say something one day, and then they realize it's not a great idea later.
Personally I think that was a result of misunderstanding - Putin said they tested nuclear-powered missile (technically not what usually is meant by nuclear weapon testing), Trump wrongly understood that and felt like he should reply in some way. Maybe his advisors explained the situation later to him.

A lot of nukes still use floppy disks from the 1980s and haven't been tested or upgraded yet.
