There are some details in there when reading between the lines that show exactly why I wouldn't get along in California.

Short term rentals have never been addressed in Santa Ana’s municipal code. City Attorney Sonia Carvalho said Tuesday night the status quo therefore has been to treat the rentals as illegal.

So there isn't a law about something so it is illegal? Does the city attorney understand how laws work?

City staff recommended the council adopt the ordinances prohibiting their operation.

Ah, so you see the need to make something illegal for it to be illegal.

There are 112 short term rentals that have received enforcement notices and citations, 84 of which involve properties owned or managed by a company or an absentee owners, city officials said. Others are run by owners who still live in the residence.

Wait, you haven't made it illegal yet. You are citing people for things that "have never been addressed in Santa Ana’s municipal code." So when someone asks "What law did I break, what is the code." The response is, "That's exactly why it is illegal. I don't know what code to cite you with."

People with this much authority and disproportionate power should not be allowed to be this stupid. Like it should actually be illegal. If you get elected to office while being below a certain IQ you should go to jail. But we don't have any laws specifying that so I guess that means we should be able to cite them for that.
