Those are the places (and China) that call themselves communist but are not run by the people, and are therefore not communist. Some people call that left wing authoritarianism, or left wing dictatorships, but we know that the basic principles of the 'left' and of 'communism' (that everyone democratically shares and administers the fuits of production) are not part of their practices. I've had long discussions about this with xoenix and others. Mainly: the 'left' are diametrically opposed to authoritarianism of any kind. If we're discussing the history of statecraft, then the 'left', and peasant revolts, and the French Revolution &c always rick anarchy by lacking organization and leadership. Excellent point - that the demographics are more closely related to crime statistics than the potential political affiliation of a mayor. The most populous and wealthier cities will have more crime because they are larger and naturally have more criminals than other cities. In smaller, poorer cities, there are fewer criminals and they can't afford to take time off work digging ditches in order to commit crimes.

There will be more crime in larger cities regardless of the mayor's ability to be human, or a sub-human fascist. One would also look at governors and state legislators, who are associated with the funding for cities. Finally, red states tend to be much poorer than blue states, because of the obvious corruption by Republican old boy networks, and will therefore not sufficiently fund the police or report crimes, or fund education, or environmental protections, or fund clean water, so that most of their populations cannot read, write, or get off the porch.
