The average US motor vehicle deaths per year is 44,000, or around 660,000 deaths in the past 15 years. I agree it's horrific that those 17 people were killed by illegal immigrants.
They get free driver's licenses, and can't read/write English and drive the wrong way on a highway. Sanctuary cities give them a free driver's license and $4000/month in benefits.
Individuals without legal status do not receive free driving licenses. 20 states allow them to apply. I think they should be shipped back home to start to the normal process for seeing asylum.

My Thai Sister-In-Law has been waiting for a Green Card since 2007. Why should an illegal immigrant jump the line? Go back home and wait.
Marriage-based green cards often take around 14 months. If she applied in 2007, she might want to ask about the status.
