We didn't have junkies downtown Windsor 10 or 15 years ago. This is a manufactured crisis.

They keep attacking the Windsor Media Centre wires. This year they cut the live feed to the building! It's not just showing up high and spontaneously doing mischief. They show up with grinders and cutters and intentional malice.
